This is something I genuinely think about a lot. Fandoms and the way in which they organically crowd-source info and do collective analysis actually provides a very good model for effective data gathering, data sharing, and data processing, particularly when the information is partial and is gathered piecemeal.

Like, someone could actually use organic fandom data-gathering and processing behavior as a model for how to do it effectively. 

(The main barrier to it is that with governmental/law-enforcement agencies, people within them are often pitted against each other, sometimes by default and sometimes by design, and everyone is angling for credit above everybody else because promotions and compensation and awards are tied to individual performance, and so there is a disincentive to share info, and help other people, particularly on an inter-agency level. Fandoms, on the other hand, do not work that way. The more everyone contributes, the more everyone gets out of the process because the information IS the compensation/reward, and the entire system isn’t constructed as a zero-sum game amongst the players – in fact, in fandom, it’s whatever the opposite of a zero-sum game is) 

And then there’s Jensen’s underwear, which fans tracked down in less than a day from a square inch of the band…
