No, they did apologize, but given English isn’t their first language, it took a few times for them to write an apology that people somewaht decided it was good enough.
It was a literal issue of them struggling with English, and it was an honest mistake by them, as they didn’t know it was offensive.
(edit) When they said “sorry you got offended” they meant “I’m sorry I said something that hurt others”. Also, they ended up deleting their multiple apologies because no one backed off and continuously attacked them instead of trying to educate and help them with their English.
